On Wednesday, April 10, 2024, I, Officer Jorge Morel, was working patrol during my assigned 12 AM to 8 AM shift. I was in full uniform during my assigned 12 AM to 8 AM shift.

The following are a summary of incidents: #24019880 and #24019871.

At approximately 6:36 AM, Officer Katso T. and I responded to XXX Perkins St. for a report of a larceny. We spoke with the reporting party, who contacted 911 through the maintenance workers' phone, who services XXX Perkins St., which has multiple units inside.

We spoke to the reporting party, Sammy Moutaabbid. Mr. Moutaabbid told us that he met a female in downtown Boston. He was not aware of her name, age, or phone number. He only described her as white with a gray hoodie. According to Mr. Moutaabbid, she asked him to use his iPhone 12 to send money to a friend, but she needed her Wi-Fi. Mr. Moutaabbid handed her his phone, and she went inside the house and never came out. Mr. Moutaabbid insisted that she reside in apartment #X of XXX Perkins St. I asked him if he saw her enter the residence. Mr. Moutabbid told me that she climbed up a window from the back of the building. I went to the rear and observed the window. It was on the second floor with a platform and a window adjacent to it, but the window led to the hallway of the building, not apartment #X. I asked Mr. Moutaabid how he knew where she lived, and he told me that the maintenance workers told him.

As they were leaving, I asked the maintenance workers if they saw the female Mr. Moutaabbid was describing and what she was wearing. They told me they couldn't explain what she was wearing since they had never seen her that morning with him. Officer Katso and I knocked on the door multiple times, but there was no answer.

Mr. Moutaabbid was advised that an incident report would be written and someone would follow up with him. We cleared the call and left the area.

At approximately 7:18 AM, we were dispatched back to XXX Perkins St for a report of a fight on the first floor. Upon arrival, a female, later identified as XXXX, was walking in the middle of the street, rushing at my cruiser. I stepped out, and she pointed at Sammy Moutaabbid as he was trying to walk past my cruiser and told us that he had broken the window of her room. Mr. Moutaabbid was placed in handcuffs. Officer Katso stayed with Mr. Moutaabbid while I assessed the damage. I observed a window shattered and broken off the house's foundation into Ms. XXXX room. There was glass spread around and two buckets stacked up together in front of the window. I asked Ms. XXXX how he broke it, and she told me that he punched through it. I observed that some of the glass had fresh blood drops on it. I went back to Mr. Moutaabbid and looked at his hands; his right hand had blood and minor lacerations. Officer Kartso read him his Miranda Rights, and he was asked how he broke the window. Mr. Moutaabbid stayed in silence.

EMS Cataldo was called, and they assessed Mr. Moutaabbid's hand and cleaned and bandaged it. Mr. Moutaabbid refused to go to the hospital to seek further treatment. He was then transported to the Somerville Police Station by Officer R. Lavey in unit 200 and booked by Shift Commander Lt. Holland in the usual matter.

I asked Ms. XXXX where Mr. Moutaabbid phone was and she told me that he sold it at a random 711 for crack.

I will be filling charges against Mr. Moutaabbid for:

C.h. 274 S.6 Attempt to commit a crime (B&E)

C. h. 266 S. 12A Defacement Malicious Wanton Property
