On 03/24/2024, while assigned to marked unit East-4, I responded with East-2 (officer Lorenti) and to 86 Broadway for reports of a fight. Upon my arrival I found a male party on the ground bleeding from the head, I requested an ambulance for him.

Officer Lorenti was following the suspect, later identified as Mr. Orlando Cardoza.

     I was able to gain from witnesses that Mr. Cardoza was propositioning passing women for sexual acts. The Victim, who I was only able to Identify as XXXX had attempted to get Mr. Cardoza to stop harassing the women but fell on the ground, striking his head. When asked if Mr. Cardoza had hit him, everyone stated no.

Officer Lorenti brought Mr. Cardoza back so we may find out what happened. Mr. Cardoza was yelling obscenities and at one point threw a beer can in the road.

     XXXX, was becoming Irate at the appearance of Mr, Cardoza. I escorted Mr Cardoza behind my cruiser so he would be out of view.

A few moments later I heard yelling coming from passing cars and I looked to see Mr. Cardoza holding his flaccid Penis and urinating in the street in direct view of the passing traffic, he was also splattering into the side of the cruiser. Mr. Cardoza then looked right at me, causing me disgust.

I asked Mr. Cardoza why he was doing that and he attempted to say he was pouring out his beer. I placed Mr. Cardoza in handcuffs (DL) and requested unit 200 (the prisoner transport Vehicle)

 He was transported by Officer M. Canty and booked in the usual manner by Sergeant VanNostrand

 He was charged with open and gross lewdness.
