On the morning of March 19, 2024, while in uniform I was assigned to marked unit East-2. At approximately 10:56 AM, Det Chris Collette, assigned to a road detail, radio transmitted that there was a male party throwing bricks into car windows. He then informed Somerville Police control that the male party was Mr. Luke LUGO.

During the recent weeks, Somerville Police have been informed about LUGO being released from prison after serving approximately 15 years for prior crimes. Information had also been distributed that LUGO made it known in prison that as soon at he was released, he would go to the Somerville District Court and or the Somerville Police Headquarters to cause problems to be arrested again. LUGO did not want to be released from prison and wanted to be sent back.

It was at this point that Officers Desrochers, Buswell, Pavao, and I arrived on scene. Also on scene were multiple detail Officers. Officers Desrochers and Buswell were able to get all the vehicles information that were damaged by LUGO. Officer Buswell also spoke to a witness who saw LUGO breaking the windows of the motor vehicles. Please see Officer's Desrochers and Buswell's supplemental reports.

I then spoke to LUGO who was bleeding from his right hand. Lugo refused to talk to me. He just wanted to be taken back to Somerville District Court House. He was also upset because the prison did not set him up with any release plan. 

Officer Collette requested medical aid for LUGO'S hand, to which he refused all medical and refused to speak with EMTS.

LUGO was placed under arrest for 9 counts of Defacement Malicious Wanton Property c266/126a.

The following motor vehicles were damaged:

- Ma Registration XXXX, 2012 Subaru Impreza color gray, passenger side window damaged.

- Ma Registration XXXX, 2021 Honda CRV, color white, passenger side window was smashed.

- Ma Registration XXXX, 2007 Honda Civic, color white, passenger side door panel was damaged.

- Ma Registration XXXX, 2019 Honda Fit, color white, back window was smashed.

- Ma Registration XXXX, 2012 Mazda 3, color gray, passenger side front and rear windows were damaged.

- Ma Registration XXXX, 2013 Honda Accord, color black, front windshield was smashed.

- Ma Registration XXXX, 2007 Honda Civic, color gray, front windshield was smashed.

- Ma Registration XXXX, 2022 Honda Civic, color black, back window was smashed.

- Ma Registration XXXX, 2014 Mazda 3, color gray, driver's side back window was damaged.

Lugo was transported to Somerville Police headquarters by Officer Anaya. Lugo refused to be booked and was placed into a holding cell.

Det. Faria was requested to the scene to take pictures of all the motor vehicles involved and collect evidence used to smash the windows. See Det. Faria supplemental report.
