On Monday, August 5, 2024, I was working my assigned 8:00 AM - 4:00 PM shift in marked unit East-4. At approximately 8:50 AM, I responded alongside my field training officer, Officer Chris Fusco, for a 911 call reporting a fight at 1366 Broadway.
Upon my arrival on the scene, the suspect, identified as Thomas Connelly, was being searched by Officer Thompson. After Officer Thompson finished his search, I proceeded to detain Mr. Connelly by placing him in handcuffs. The handcuffs were double-locked with enough space to avoid cutting off circulation to his hands. While handcuffing was being done I could smell a strong odor of alcoholic beverage emminating from Mr.Connelly, he was also sweating profusely and very unstead on his feet. Officer McAloney, Officer Cleary, Officer Lorenti, and Officer Lorizio were also on the scene.
Upon approaching the victim, a tall white male wearing a yellow high-visibility vest, later identified as XXXX. Mr. XXXX explained that while he and his coworkers were having a meeting inside a trailer, the suspect, Mr. Connelly, approached the trailer and started banging on the door, yelling to be let inside. Mr. XXXX told his work partner, identified as XXXX, not to open the door, but the banging continued, eventually causing Mr. XXXX to open the door. Immediately upon opening the door, Mr. Connelly reportedly pushed Mr. XXXX to gain access to the building while screaming, "I'm going to kill you".
Mr. XXXX continued to state that after being pushed, he proceeded to restrain Mr. Connelly against the wall. At that point, Mr. Connelly pushed him off and proceeded to take out pepper spray (OC) and sprayed Mr. XXXX in the face, while also spraying the side of the trailer located to the left side of the door. Afterwards, Mr. Connelly was outside and threw an object through the window, breaking the glass, which caused glass to hit Mr. XXXX. While speaking to Mr. XXXX, I observed that the side of his face was indeed orange from pepper spray. I also noticed a stream of orange liquid on the side of the trailer which from my experience would be consistent with pepper spray. I also noticed the lingering odor of pepper spray inside the trailer.
Mr. Connelly stated that he went to the trailer and was banging on the door to be let in. He also stated when asked about the window, that he had punched it.
When speaking to Mr. XXXX more in depth, he stated Mr. Connelly had to be spoken to about smoking on the property and that was why he was upset and going to the trailer. Mr. XXXX is the owner of the trailer and stated that he will be fixing the window himself.
All three parties were asked if they needed medical attention for possible injuries, and all parties declined medical assistance. Additionally, Mr. Connelly was placed under arrest for assault and battery with a dangerous weapon and defacement of property.
