This is a brief summary pertaining to incident #24037016:
On 06/22/2024, I Officer Thomas Lambert was in full uniform while assigned to marked cruiser East-4 during the 8am-4pm shift. At approximately 11:58am I was dispatched to Broadway and Marshall Street for a check condition. Dispatched stated a DPW worker was reporting a male is harassing and yelling at a traffic and parking officer. West-7 Officer Rob Anaya responded as well.
Upon my arrival I observed a crowd of approximately 20 people gathering in front of the store fronts on Broadway and seemed to be fixed on two individuals on the corner of Broadway and Marshall Street. I then observed a male, later identified as Mr. Eddy Rivera visibly upset at traffic and parking officer Ms. XXXX. Mr. Rivera then began to yell at Ms. XXXX for giving him a ticket while he was in his car. He then stated Ms. XXXX assaulted him while video recording her within approximately 12 inches of her face, brushing his hand away from her.
I attempted to deescalate the situation by separating the parties and asking Mr. Rivera to stop screaming and cursing numerous times, but he would not stop. Vehicles driving by began to stop and watch as Mr. Rivera continued to cause a spectacle. Store employees started to come outside to see what was happening and stated they could hear the yelling from inside of the store. I also observed a child holding onto his mother and seemed to be frightened of Mr. Rivera's who continued to yell and curse, causing even more of a disturbance. At one point Mr. Rivera's daughter who was not identified came out of the store and pleaded multiple times with her father to stop and leave with her. Mr. Rivera continued to escalate causing his daughter to state she wanted to grab his neck so she could get him out of there, getting him to stop this tumultuous behavior. Mr. Rivera then requested the street supervisor to respond immediately stating that I was "dismissed" and to leave.
At this time I told Mr. Rivera he was under arrest and attempted to gain control of his right arm. Mr. Rivera attempted to break my grip and pull away from me multiple times while placing him in custody and with help from Officer Anaya we were able to place Mr. Rivera under arrest without further incident.
Shortly after Sierra-8 Sergeant Daniel Rego responded to the scene as requested. While waiting for Unit 200, Mr. Rivera stated you're lucky you have a badge and gun because if you didn't I would fuck you up, as well as step into his world without my badge and gun.
Mr. XXXX who called 911 stated that Ms. XXXX did not assault Mr. Rivera as well as numerous other witnesses. Mr. XXXX was filming Mr. Rivera due to his behavior and stated he would have a copy of it if Officers needed it.
Unit 200, operated by Officer Timothy Sullivan, transported Mr. Rivera back to Somerville Police Headquarters for booking. Due to Mr. Rivera's unwillingness to cooperate with the booking process while still yelling and hitting stuff, he was placed in a holding cell to calm down before being booked.

- CH. 268 S. 32B Resisting Arrest
- CH. 275 S. 2 Threat To Commit Crime
