On June 15, 2024, while on duty as East-2 for the Somerville Police Department, I responded to 184 Somerville Avenue to assist the Rhode Island Police Department in locating a stolen motor vehicle that was being GPS-tracked. In the Target Parking lot at 180 Somerville Avenue, a motor vehicle matching the description of a Gray Mazda CX-50 with Rhode Island registration XXXX was located.
Upon approaching the vehicle, I observed two black males sleeping in the car. In the front passenger seat was a black male wearing an orange shirt and dark-colored shorts. In the rear driver-side seat was another male, later identified as Alexander Creech. I immediately requested additional units. East-3 Officer R. Hartsgrove responded. The Male in the front passenger seat noticed my presence and exited the vehicle. I saw the rear passenger had a small knife and ordered him to keep his hands visible while I waited for backup. I ordered the Male in the orange shirt to turn around and place his hands behind his back; he fled the parking lot and went up Rossemore Street. I radioed the description over the air, and East-1 J. Thompson and East-4 C. Fusco began searching for him while I remained on scene with Mr. Creech.
S-8 Sergeant Richardson and Officer Hartsgrove arrived to assist at Target. Mr. Creech stated that the vehicle's operator had gone to Target to get a charger for their cell phones. Officer R. Hartsgrove entered the store and utilized Target security footage to see a white male exit the vehicle, walk through the parking lot into the store, and remain in the store. All units entered Target, and Sergeant Richardson stayed with the stolen car.
After an extensive search of the store, units were able to locate the male party, who was later identified as XXXX (who will now be referred to as JV for the remainder of this report). He was placed into handcuffs and escorted out of the store. He refused to tell us his name and or age. Officer Fusco asked Officer Thompson if there was any damage to the vehicle, and JV interjected and stated there wasn't any. We explained we weren't asking him, and he responded with, "I'm just being an asshole." Officer Fusco asked JV to tell us his age, but he said he had pleaded the fifth. Officer Fusco explained that if he was a juvenile, it would change how he would be transported. At this point, he only said he was 16 and continued to be silent.
Knowing that JV was possibly 16, we determined that we would transport him back to the station in a Police Cruiser operated by Officer Hartsgrove while Officer Thompson rode with him in the back seat.
200, Operated by Officer T. Sullivan, arrived on the scene and transported Mr. Creech back to the station for booking.
Sergeant Richardson and I remained at the Target parking lot with the recovered vehicle in an attempt to locate the keys and process the vehicle for recovery.
Shortly after being transported, Officer Hartsgrove alerted units that JV had fled from officers and was headed back onto Somerville Ave near Union Square. I responded to the area and saw JV on the Green Line Union Square station platform. I saw him inside a Green Line train cab, and when he saw me, he exited the cab and began running down the tracks toward Target. I alerted dispatch, and they notified the Transit Police to shut down any incoming trains.
Officer Thompson and I chased JV down the track until he jumped a fence, putting him in a parking lot on Charlestown Street. Officer Thompson jumped the fence and located him in the lot. Please see supplementals by Officer Thompson and Officer Hartsgrove for additional details.
Officers alerted dispatch that JV needed medical attention, and Somerville Fire and Cataldo Ambulance responded. JV was transported to Massachusetts General Hospital, and Officer Hartsgrove went to the Hospital with JV.
Delta 7 Detective A. Monoco responded to Target and processed the recovered stolen vehicle. Please see Detective Monocos's supplemental report for details. Stephens Tow was called, and the car was towed back to their lot.
Station Officer T. Sullivan informed me that JV was reported missing from DCF Custody. Lieutenant Holland alerted DCF.
